ПРОБЛЕМИ ВПРОВАДЖЕННЯ СВІТОВОГО ДОСВІДУ РОЗВИТКУ КОНКУРЕНЦІЇ НА РИНКАХ ПРИРОДНИХ МОНОПОЛІЙ В УКРАЇНІ

Abstract
Taking into account all economic and social advantages, the necessity of development of competition in the markets of natural monopolies, in particular, in the electricity market, was substantiated. The experience of the world’s developed countries in liberalization of this market, implementation of competition policy are analyzed with its main principles being determined. Based on the analysis of electricity market models that differ in different levels of competition and pricing conditions, and taking into account the problems and strategic objectives of economic development of the national economy, some approaches to reforming the electricity market in Ukraine are proposed. Ukraine's recovering from the crisis and its economic security largely depend on the development of the fuel and energy complex and the implementation of antitrust and competition policy in this market, on solving the problem of energy security of the national economy, which is conditioned by significant import dependence and inefficient internal consumption of energy resources. The important role of state regulation of prices and tariffs, protection of consumers' rights and guaranteed volumes of production and consumption of electricity, the use of stock trading as an effective means of transparency of pricing, avoiding price discrimination and shadow pressure are emphasized.
