Problems and perspectives of improving the international legal regime of navigation on the Dnieper River

Abstract
The article considers the issue of renewal a unified treaty regime of ships passage along the Dnieper River, which has lime-rich water-transport infrastructure. Appropriateness of conclusion between Russian Federation, Belarus and Ukraine the Convention regarding navigation on the Dnieper and advisability of establishment of international intergovernmental organizations by riparian states (Dnieper River Commission) are justified. Research was caused by necessity of studying an impact of Ukrainian geopolitical strategy – European Union integration course and accession to the World Trade Organization – on the national water transport policy. Condition of the Dnieper in accordance with the UNECE Blue Book database, which provides navigational characteristics of E waterways, are defined. Data include present and target values for individual E waterway sections to be achieved through modernization of existing waterways. Possibility to connect Dnieper with the European internal water routes “Dnieper – Vistula – Oder” and “Dnieper – Daugava (Western Dvina)” is analyzed. The role of the United Nations Economic Commission for Europe and Organization for Security and Co-operation in Europe in these areas of international relations is discussed. Conclusion about autonomous treaty status of the Dnieper as international navigable river and about economic favorability for signing the aforementioned Convention is drawn. The authorconsiders that the main obstacles for realization of this intention are tensions between Russia and Ukraine, due to the armed conflict in the south-eastern region of Ukraine.
