PROBLEMS AND WAYS OF IMPROVING OF REGULATION TOOLS OF BANKING SYSTEM LIQUIDITY

Abstract

The article considers the actual problem of banking management in Ukraine - ensuring the liquidity of the banking system. It was determined by what operational data it is possible to carry out an analysis of the liquidity of the banking system of Ukraine and the factors that influence it. Some indicators of liquidity of the banking system of Ukraine, in particular, the indicator of the net liquidity position and its components are analyzed. It was determined that the level of liquidity of banks is affected, first of all, by such factors as balance of assets and liabilities, as well as the quality of banks’ assets. The tools that the National Bank of Ukraine uses to manage liquidity are grouped into three groups: administrative, market, and communication. The article focuses on market-based instruments for regulating liquidity, their impact on the banking system, banks and the national economy. The standard instruments for regulating the liquidity of the banking system were investigated: refinancing operations, direct repo operations, operations with own debt obligations, operations with government bonds of Ukraine. Positive and negative trends in the state of liquidity of the banking system of Ukraine have been determined. A gradual smoothing of monetary imbalances, overcoming the liquidity surplus of the banking system and transferring liquidity surplus to loans, reducing the debt of solvent banks on refinancing loans were noted in the article. Attention is focused on the problems of providing banks with long-term resources, on the need to establish the optimal ratio between refinancing rates and rates on deposit certificates,on the profit of deposit certificates, as well as government bonds of Ukraine and loan rates. A broader application of open market operations and structural liquidity management operations which are used to stimulate economic lending has been proposed.
