Problems of development and execution of local budgets and ways for their solution

Abstract
Introduction. The financial autonomy of local authorities implies a relatively independent status of local budgets. It consists in the fact that local-government bodies should be able to independently determine their incomes and expenditures. In a situation where local government cannot rely on its financial resources, it is not able to solve the tasks. Without a solid financial base, real local governance is impossible. For the effective work of local authorities in order to fulfill their powers, it is not enough to only strengthen their financial base, but also to have competent policies in the field of public finance management. Purpose. The purpose of the paper is to analyze the process of development and implementation of local budgets and to develop proposals for its improvement. Results. Optimizing the budget system on the basis of the generalization of theoretical positions means that it is necessary to improve existing or develop new methods, approaches, principles, logical dependencies, models, algorithms and, with their help, to substantiate the optimal structure of the budget system and the interrelationship between its elements. In order to solve the problems of control and effective spending of budget funds it is necessary to introduce personal respon-sibility of officials of all levels of budget system for the development of budgets, targeted spending of budgets, as well as to introduce a system of remuneration by performance. To implement effective planning, local authorities should clearly understand the goals and objectives that they face. Also impor-tant is the implementation of the programmatic target planning method at the local level, but there are a number of problems that impede the management of targeted programs and thus impede the full implementation of program target budgets. Conclusion. Thus, the main task of budget policy in the field of expenditures is to increase the efficiency of budget expenditures, including at the expense of: improving the quality of budget planning based on local community programs based on planned and achievable results; linking the provision of local services to the goals of local programs, strengthening control and responsibility for the implementation of local regulations; the concentration of financial resources on the implementation of the priority areas of state policy
