Problems of punishment and forecasting theory

Abstract
Problem of punishment is subject to study by the system of methods of various sciences: cybernetics, mathematics, forecasting and others. It is researched a concept of the system, principles of the system and kinds of it. Correlation of punishment problems and social forecasting, methodology of forecasting of punishment results is considered.
