PROBLEMS OF REALIZATION OF CITIZENS' RIGHT TO ACCESS TO CULTURAL PROPERTY IN THE CONTEXT OF CONSTITUTIONAL REFORM

Abstract
The article is sanctified to the analysis of problems of realization of right for citi- zens on access to the cultural values. Underlined the author of the last importance of this theme in the context of constitutionally-legal reform, what called qualitatively to change the basic law of the state. In the article the necessity of bringing is underlined to the norms of Constitution of Ukraine of law on access to the cultural values. The so-called cultural human rights providing of that is the duty of the state acquire in realization of this task of the special value.
