PROBLEMS OF STRATEGIC PLANNING AT THE ENTERPRISE

Abstract
Purpose. The aim of the article is the substantiation of the actual problems of the strategic planning process and the identification of the necessary measures to create an effective system of strategic planning as a tool for operational management of the enterprise’s activity. Methodology of research. The following methods are applied to achieve the goal in the research process: methods of system analysis (for analysis of problems during strategic planning at the enterprise); the theory of strategic management, the theory of categories, the theory of sets (to describe the methods and techniques of strategic planning); the theory of making decision, the theory of organizational management based on the process approach (in the process of improving the methods of strategic planning in the enterprise); the theory of automated design of information systems (for the description of information technology). Findings. A schematic model of the main stages of strategic planning at the enterprise is developed, which makes it possible to clearly outline the process of the direct development of strategy, strategic planning and strategic management in general, which in turn ensures consistency in their interpretation and provides an opportunity for efficient organization of strategic management at the enterprise. The theoretical and methodological principles and deep understanding of strategic analysis as a subsystem of strategic management are determined; methods and techniques for implementation of strategic planning of enterprise development are developed, which allows developing scenarios for enterprise development based on a combination of forecast and strategy. The advanced version of the general classification of methods of strategic analysis, which allows ensuring efficient performance of functions of all structural divisions of the enterprise, is proposed. Originality. The general classification of methods of strategic analysis is improved. Further development of methodical provision of diagnostics state of the enterprise in a competitive environment has been developed, which allows providing an integrated approach to determining the appropriateness of the company’s capabilities to the established strategic objectives. Practical value. The obtained results of the research can be proposed for introduction at any enterprise of Ukraine, which will facilitate the adaptation of opportunities of each of them to a constantly changing environment and have the status of a competitive enterprise.
