PROJECT MANAGEMENT ON INCREASE IN EFFICIENCY OF ENERGY CONSUMPTION IN THE EDUCATIONAL SPHERE

Abstract
In article the problem of energy efficiency which gained economic and social aspect now is considered. It is defined that modernization of any society begins with reforming of an education system. It is proved that for national development and a homeland security reforming of education is a necessary condition as creates a powerful investment resource – human potential. Arguments on effective use of energy resources as the directions of direct influence on cost of educational services are considered. At the same time the overstated cost of the price of education, thanks to inefficient energy saving policy of public institutions, does inaccessible education for most of citizens. It is proved that the solution of these problems requires creation of new effective approaches on development of a control system of energy efficiency and formation of the corresponding mechanism of introduction of system of power management. Requirement by definition and disclosure of mechanisms of formation of readiness of local government bodies of the joint communities to increase energy efficiency of the communities is separately analyzed. The forecast that reforms of system of consumption of energy will lead to changes of regional policy of local government bodies, causes relevance of a subject of a research. It will give financial independence and autonomy, and as a result, formation of uniform global educational space which objective realities is the integrated forms of interaction of participants of the international education market.
