Abstract
Disabled and special needs people are an indispensable part of the society and the state. Under the current law, they have every right to life and development. Other than that, they have the right to full and effective participation in terms of living in respect in society, marriage, facilities in the educational, social, economic and state-related institutions, and the right to be employed in government and non-government organizations. The Islamic lifestyle clearly states about the rights of disabled people and duties towards them. There are numerous verses in the Quran and Hadiths dealing with this issue. The following article deals with the issues of the disabled and special needs population in light of the Quran and the Sunnah. Through descriptive and analytical analysis, it is proved that the respect and rights that Islam accords the disabled and special needs people is more than other life systems and is more welfare oriented. প্রতিবন্ধী ও বিশেষ চাহিদাসম্পন্ন জনগোষ্ঠী প্রতিটি সমাজ ও রাষ্ট্রের একটি অবিচ্ছেদ্য অংশ। প্রচলিত আইনের দৃষ্টিতে তাদের রয়েছে পূর্ণমাত্রায় বেঁচে থাকা ও বিকশিত হওয়ার অধিকার। তাছাড়া সমাজে সম্মানের সাথে বসবাস, বৈবাহিক সম্পর্ক স্থাপন, শিক্ষা প্রতিষ্ঠানে উপয্ক্তু সুবিধাপ্রাপ্তি, সামাজিক, অর্থনৈতিক ও রাষ্ট্রীয় ইত্যাদি সকল ক্ষেত্রে প্রতিবন্ধিতার ধরন অনুযায়ী পূর্ণ ও কার্যকরভাবে অংশগ্রহণ এবং সরকারি-বেসরকারি প্রতিষ্ঠানে কর্মে নিযুক্তির অধিকার। ইসলাম প্রতিবন্ধী ও বিশেষ চাহিদা সম্পন্ন জনগোষ্ঠীর অধিকার ও তাদের প্রতি করণীয় বিষয়ে স্পষ্ট নির্দেশনা প্রদান করেছে। এ বিষয়ে অসংখ্য আয়াত ও হাদীস বর্ণিত হয়েছে। বক্ষ্যমাণ প্রবন্ধে প্রতিবন্ধী ও বিশেষ চাহিদাসম্পন্ন জনগোষ্ঠীর মর্যাদা ও অধিকার সংক্রান্ত কুরআন ও হাদীসের নির্দেশনাগুলো ব্যাখ্যা করা হয়েছে। পাশাপাশি এতদসংক্রান্ত প্রচলিত আইনগুলোও তোলে ধরা হয়েছে। বর্ণনামূলক ধারায় প্রণীত এ প্রবন্ধ থেকে প্রমাণিত হয়েছে যে, ইসলাম প্রতিবন্ধীদেরকে যথাযথ গুরুত্ব, মর্যাদা ও অধিকার দিয়েছে এবং তাদের প্রতি করণীয় সম্পর্কে স্পষ্ট নির্দেশনা প্রদান করেছে।
