Public administration of international technical assistance projects in the sphere of servicing cooperation development of rural territories

Abstract

Grant assistance is one of the directions in activity of international technical assistance projects in Ukraine for development of servicing cooperation in rural areas. It is the important source of investment for small agricultural producers. In addition the actual problems of local self-government bodies and residents of the village regarding the joint use of water and gas pipelines, landfills, housing and communal services, construction, maintenance, logistics, information and consulting, tourist and recreational services can be resolved through cooperative relationship. It was researched the grant projects for the development of servicing cooperation in rural areas which were provided by the EU, US and Canadian Governments, United Nations Development Program. It is determined that they were implemented at the national, regional and local levels and had long-term period of activity. The main condition for participation in grant projects is co-financing from the local budget and cooperative participants The most significant obstacles of participation of rural communities in grant programs were lack of their knowledge about the possibilities of attracting additional financial resources, absence of project management specialists and developed target programs at the local level, from which international projects could be co-financed. In addition, poor activity of local governments holds back the socio-economic development of territorial communities. It is proved that public administration of international technical assistance projects at the state, regional and local levels should be carried out for the purpose of regulatory, organizational, financial and informational support for the activation of grant activities in rural areas. Public administration of international technical assistance projects for the development of service cooperatives of rural areas must be provided in close relationships between ministries, regional development agencies and other civil society institutions, state and local executive authorities, local self-government bodies, advisory services and cooperatives.
