PUBLIC-PRIVATE PARTNERSHIP IN PUBLIC UTILITIES SPHERE: INTERNATIONAL PRACTICES AND PROSPECTS OF THEIR DEVELOPMENT IN UKRAINE

Abstract
The paper analyses international practices of public-private partnership (PPP) in public utilities sphere, in particular: describes the existing mechanisms and forms of the public-private partnership used when accomplishing utility infrastructure projects in the Leading European countries. The main obstacles for a possible implementation of this mechanism in Ukraine and the proposed guidelines for its development are defined. A specific attention is paid to the most important issues concerning the interaction between public and private operators that necessitate legislative regulation so as to ensure successful and efficient partnership. Possibilities for the development of public-private partnership in the utilities sphere of Ukraine are defined on the basis of evaluating the global experience.
