Abstract
The article investigates the main modern problems and the reasons for the indebtedness for payment of housing and utility services, especially among the donor regions of Ukraine. Also the article determines the quality management conceptual framework and principles of housing and utility services for consumers by their institutionalization. The quality management conceptual model of housing and utility services has been constructed and justified.
