Quantitative and qualitative indicators of juvenile delinquency in the Federal Republic of Germany (criminological characteristic)

Abstract

Over the past few years, the Federal Republic of Germany has experienced a decline in juvenile delinquency. A positive tendency towards a decline in youth crime was noted during the presentation of the Police Criminal Statistics (PCC) in May 2016. A significant reduction of violent crimes among young people is stated. At the same time, according to the PCC data for 2016, the commission of certain types of crimes by juveniles has increased somewhat (in particular, burglery, Internet criminality). That is why we proceed from a differentiated approach to the analysis of the structure of crime, its level and dynamics. To confirm the overall positive tendency of juvenile delinquency reduction, we rely on the analysis of the latency of this segment of crime. Traditionally, crime in the Federal Republic of Germany, as in Ukraine, is estimated according to the three main units of measurement: 1) actually committed crimes; 2) persons who have committed crimes; 3) criminal cases, which form the basis of a single crime record. In addition, there is an estimation of crime according to the number of persons convicted of crimes committed by them. Thus, the article makes an analysis on using the unit of measure of the number of registered crimes. Summing up the study, one should agree with the conclusions made by the Federal Government of the Federal Republic of Germany, which, in its assessment of latent youth crime, taking into account both the geography of crime and different time periods, «testifies that judgments on the growth of juvenile delinquency do not find their empirical justification. The available data suggest, that there has been a reduction in juvenile delinquency in such groups of crimes as property crimes, violent crimes, including not only theft, but also infliction of bodily harm … Such a tendency of juvenile delinquency reduction appears to be backed up theoretically and is empirically illustrated».
