Redes de cooperação e governança pública: o caso do mapeamento cultural de Belo Horizonte

Abstract
The States have undergone changes towards a user-oriented administration, one of greater transparency and greater involvement with the market and civil society and, for that, they have sought to work from a network perspective. This article sought to examine the possibilities of the inter-institutional network established between the Municipal Foundation of Culture of Belo Horizonte (FMC), the company TIM, and the Municipal Council of Cultural Policy (COMUC). This is an inter-institutional network created in order to build the cultural map of the city of Belo Horizonte. The cultural map is an innovative software of shared management that allows different private and/or public agencies to feed the database for the subsequent consultation of citizens. An open questionnaire was applied to three FMC servers, and the data treatment used the analysis of content of Bardin (2009). This study describes the process of creation of the network, the progress achieved and the difficulties encountered. It was concluded that the cooperation network has brought benefits and made the construction of the cultural map of the city possible.
