Reform of the national police system of Lithuania: strategic directions and results

Abstract

The experience of reforming Lithuanian national police systems has been analyzed. The main legal documents regulating the activities of the Lithuanian police are the Law "On Police" and the Law "On Police Activity". The construction of a new police system in Lithuania began before the collapse of the Soviet Union. It is noted that the reform of the national system of law enforcement agencies in the Republic of Lithuania has covered four stages of formation and development. It was pointed out that the key and successful at reforming the police in Lithuania was the change of attitude towards the activity and apparatus of the law-enforcement system. This was aided by the radical change in the "philosophy" of police activity, when the police from a punitive organ turned into a body that provides peculiar, law enforcement services to the population. For the arming, the Lithuanian Police Department has adopted a European model of policing in community-policing, which has minimized police interference in public life and increased public accountability to the police, and the desire to provide them with all necessary assistance. That is, the reforms that were successfully carried out in the Republic of Lithuania, leaving a positive track on their own, have become an example of positive experience for countries that are only on the path of reform (such as Ukraine). This means that, in the further development of the National Police in Ukraine, it is expedient to use, as already noted, the positive experience of Lithuania, in the context of building a new qualitative activity of the National Police in Ukraine. It is stressed that the principles of the police activity in Lithuania include: the principle of democracy, the rule of law, humanity, legality, social justice, transparency and professional secrecy, the principles of collegiality and unity of command, and the latter have been reflected in the current legislation of Ukraine. It is noted that the positive experience of the Lithuanian police forces deserves to be further studied and implemented into the activities of the Ministry of Internal Affairs of Ukraine and the National Police of the Ministry of Internal Affairs of Ukraine
