REFORMING LOCAL SELF-GOVERNMENT IN GEORGIA: EXPERIENCE FOR UKRAINE

Abstract

The article examines the history of reforming of local government in Georgia. It is noted that the reforming occurred in several stages. In the first stage, had to temporarily introduce a legislative limit on the number of workers and payroll in the municipalities. It was introduced the test examination for certification of civil servants for maximum fairness and objectivity of the process of reducing the local bureaucracy and in the framework of the competition when applying for work. On the second stage there were clearly divided powers between the central and local authorities, outlined the objectives of financial decentralization and carried out elections of local self-government. Then there was introduced an institution of local commissioners in the territories of the former local governments. The article also examines two key criteria that significantly affect the provision of public services to the population. This is a demographic, i.e. the number of inhabitants and geographical. It is used the coefficient of geographically-transport accessibility. The article focuses on the importance of involving the public in the decision-making process.
