Abstract
Krylenko D.V. Regional aspect of the implementation of modern fiscal policy. The purpose of our study was to study the regional aspect of the implementation of modern fiscal policy. The problems in Ukraine with regard to financial decentralization are related to the absence of central government institutions that can refuse a certain number of their powers in favor of local self-government and their independence. All these problems lead to an imbalance between its various aspects. It should also be taken into account that the regions of Ukraine have different development potential, which ultimately leads to asymmetric development. On the basis of the analysis, the following conclusions can be drawn: the unresolved economic and political problems are not the best background for a reform of financial decentralization; the stages of implementation of the reform demonstrate its inconsistency, which may lead to political and socio-economic threats; the implementation of reforms without appropriate legislative provision makes it impossible to combine the interests of all participants; decentralization must be accompanied by adequate budget decentralization, and requires large-scale financial assistance from the state; the most important task of the reform is to create conditions for activating the potential of self-development of regions - economic, human, public activity and responsibility, etc. The practical implementation of these measures, in our opinion, will contribute to the improvement of the regional budget policy, increase its efficiency and achieve the perspective tasks of socio-economic development of the state and its regions. Financial development of the regions of Ukraine requires, firstly, a more effective state policy aimed at developing the innovation complex in the regions. Secondly, the process of filling local budgets involves the development of new approaches at the regional and local levels on budget policy implementation, that is, it is necessary to combine the principle of "budget unitary" with elements of fiscal decentralization. The development of regions and their peculiarities will help to make more effective use of opportunities for increasing the revenue base of local budgets.
