Abstract
Stetsiuk M. Organization of the earthquake in the process of the association of territorial communities. The research was conducted about local government in the implementation of land reform in Ukraine. The necessity was substantiated about reforming the system of local government. The proposition was made about land actions that needsin the formation of the territory of the voluntarily unified territorial communities. The place and significance of local communities in the context of including land resources in the sphere of market relations is shown. The process of organizing land management is significantly influenced by the possibility of attracting the resource to the plane of market processes. As practice shows, the current characteristics of the value of land resources are mainly limited to a normative estimate, which, for various reasons, does not fully reflect the real value. When the local community is effective, the necessary preconditions are formed in order to intensify and reveal hidden (potential) costs. Thus, a situation arises when the value of the normative approach is combined with the potential cost characteristics that can be combined together to the level of market processes. There is such a pattern: the higher the level of development of the country, the more developed and used the potential value. It is clear that, given the realities of Ukraine, it is difficult to focus on the level of development of Western countries, however, for local communities there is a way: regardless of the general background, to form local preferences and opportunities for development. An important feature is the consideration of land resources as a local concentrator of investment activity. It is about positioning the resource as a basis for the development of promising activities as those that are directly associated with land resources.
