Regulatory approaches to implementation of integrated models of the state energy protection policy in the national competitive environment

Abstract
Competition in the energy supply system due to the influence of market laws creates conditions for the development of the industry at the expense of the possibility of using the opportunities of smaller investors, whose involvement in the energy supply system is impossible due to insignificant volumes of such investments and their insufficiency and influence on the development of this system. The horizontally integrated model proved to be much more complicated and connected with a number of difficulties. The liberalization of state regulation in the electricity system is an important prerequisite for successful competition; investors and potential market participants are interested in ensuring that the cost of services is sufficient to cover the costs of the domestic market. In this case, there will be no grounds for the emergence in the market of new companies, the investment attractiveness of electricity will remain low; the sale of individual energy facilities will be carried out at a price below market value, and new investors will be interested in transferring assets to other sectors of the economy, and not to the development of the energy supply system. Even with a slight increase in average electricity tariffs, industrial consumers will be the priorities in the electricity supply system for competing power companies. The priority for ensuring the greatest effectiveness of state regulation of energy services should be: the guarantee and reliability of energy supply of the national economy and the population in full in normal conditions and in the minimum necessary volume at the threat of emergencies of a different nature. There should be constant control by state bodies of executive power and bodies of local governments for reliable energy supply of objects ensuring state security and diversification of the used types of energy; accounting of environmental safety requirements and prevention of inefficient use of energy resources. Creating economic conditions that ensure equal benefits of energy supplies for domestic and foreign markets and rationalize the structure of exports will be maximized for the use in all processes and projects of competitive domestic equipment. In general, if all the requirements are met, their list is exhaustive and covers a range of problems; It is necessary to detail that certain of them are not universal and cannot always be used. Also, the peculiarities of the organization of the market of energy services should be complemented by the creation of conditions for efficient and economical use of energy resources and the availability of a targeted energy services development strategy. The role of energy supply will continuously grow over time as the value of the energy services market for the national economic system becomes more significant. The energy supply system, its functioning and development should remain under the direct control of the state at all stages of development. The initiators of state regulation of the process of providing energy services were local government bodies and local government bodies. Regulating the activities of energy companies on the part of the state should bring some benefits for the development of the whole energy sector and the rational use of resources and attracting the necessary investments for the development of the industry. However, the role of the state in this process is not yet regulated in full; it is influenced by the features of neighboring energy systems and regulatory support. Recently, in our state, the concept of progressive public interest begins to dominate, in which the dependence of state regulation on political, economic and technological factors was investigated. Problems in the state regulation of this branch may have far more serious consequences for society, self-regulation. Within the limits of the given research it was clarified that there is a concept of competitive markets, on which in many ways modern reforms of state enterprises were founded. In the past, the problem of the need for state regulation of the energy sector by market methods did not arise, and the issue of distribution and provision of energy carriers of certain areas of the national economy did not stand so sharply. In connection with this, the number of researches in the field of development and increasing the efficiency of the energy supply system in the national economy has increased. In Ukraine, where energy supply and energy supply problems are quite acute, many scientific publications on public administration are tangential energy systems. State regulation of the energy saving system has been replaced by market-oriented regulation, which shifts the emphasis on state regulation of the behavior of a natural monopoly in the market on the state regulation of those markets where these monopolies sell their products. Today, public policy is to transfer part of the regulation of state-owned enterprises to market mechanisms. At the same time, great importance is attached to the development of the future energy policy of the state and its contribution to the development of the energy supply system.
