Abstract
Th is article is the second part of considerations about the legal status of superintendent registrar. It is a very relevant question from the perspective of the marital status registration system on the ground of the polish Vital Records Act as well as the competencies to undertake the activities from the field of marital status registration and the Family and Guardianship Code. Superintendent Registrar is the public administration offi cial. Th e notion offi cial comes from Latin officium (service, office, duty). In contemporary democratic countries there are two different systems of casting particular offices with clerical staff , who are also referred to as public administration officials. As a pattern there was a division between the offi cials, who create the called „periodical offi cials” and the group of vocational public administration offi cials. It seems that vocational superintendent registrar is bett er prepared and gives bett er guarantee of fulfi llment his tasks resulting from normative, social and technological changes.
