RELATIONS BETWEEN UKRAINE AND ROMANIA IN THE CONTEXT OF CROSS-BORDER COOP-ERATION OF ODESSA REGION

Abstract
Cross-border cooperation is a factor of stability, an additional tool to achieve mutual understanding between peoples, the development of good neighborly relations between states, because it allows you to solve hardships econom-ic, social issues, solve problems and complex-territorial organization proportional depressed regions. Within the framework of regional politics of the European countries pays special attention and financial support of cross-border cooperation. Ukraine has a great potential in developing cross-border cooperation because 2/3 is bordering regions. For this reason research of functioning of the Euroregion with participation of frontier territories for Ukraine is actual. Cross-border cooperation as part of European integration policy of the state began to be seen since the late 90s of last century. One of the most promising areas of cross-border cooperation within Euroregion «Lower Danube» should consider the development of economic relations and trade. The shortage of investment resources in all regions of Ukraine, including in Odessa, one of the priorities of state and local government is to attract more foreign investment in the real economy. Not the least role in this process is the cross-border cooperation as an integration tool to attract investment, promote economic and social development in border areas involved in the programs of cross-border coop-eration. The concept of «Lower Danube» valuable that its implementation is much simpler important issues at the level of districts. One of them – the effective use of four international transport corridors passing through the territory of coun-tries-participants of the Euroregion. To ensure maximum effect Euroregion «Lower Danube», it is advisable to create a free economic zone. This status of the region will attract foreign investment will boost production and provide a mecha-nism for implementing ideas corridors. With the formation of cross-border mergers opening opportunities in the field of economy, transport, environment, energy, culture, development and modernization of infrastructure, promotion of entrepreneurship, dealing with natural disasters. It creates opportunities for more rapid response to market needs, including within the respective cross-border merger. The entry Romania in NATO and the European Union and Ukraine efforts to enter the Euro-Atlantic communi-ty must contribute to solving disputes between the two countries, stimulate the formation of this multi-zone area neigh-borliness, mutual respect and partnership.
