Abstract
This study was designed to meet the requirements of effective curriculum in higher education from the perspective of complex adaptive systems with a strategic approach. Higher education as a source for science and technology transformation, in an attempt to improve the quality and sustaining its meaningful survival, is obliged to continue adaptation and alteration with existing and emerging circumstances, development and, if necessary, transforming basically. To implement goals and missions, Higher education as a complex adaptive system is inevitable of providing maximum internal, external and institutional effectiveness. The findings suggest that curriculum to achieve this prominent goal should adopt a strategic approach. That is, for further adaptability, it could be able to provide capability of strategic response, and hold strategic change proportionate to it in order to achieve strategic success. In this regard, the curriculum as a whole and each of its elements (objectives, content, teaching methods and evaluation ...) should have the flexibility and agility for responding, changing and strategic success. On the other hand, the effectiveness of the curriculum in three dimensions of internal, external and institutional would act as a curriculum strategic success criterion in a learning strategic environment including higher education.
