Research on the method of setting minimum speed limit on freeway

Abstract
In order to provide gist for minimum speed limit standard and ensure traffic safety and energy saving on freeway, the paper studied the method of setting minimum speed limit on freeway based on speed discrete characteristic constraint and considering least fuel consumption as object. The concept and calculation method of speed discrete degree was given. The relationship model was established between speed discrete degree and traffic accident rate by regression analysis method. Threshold value of speed discrete degree was determined and constraint condition of minimum speed limit based on safety was given, i.e. minimum speed limit value should be more than 62 percent of maximum speed limit. Taking least fuel consumption as objective function of setting minimum speed limit, the relationship model was established between fuel consumption and speed by regression analysis method and economic speeds under different grades were given. It was concluded that minimum speed limit should be the maximum value between 62 percent of maximum speed limit value and economic speed.
