ROLE AND PLACE OF SOCIAL WELFARE LAW IN THE UKRAINIAN LAW SYSTEM

Abstract
The place of the right to social security is defined in the system of law of Ukraine. The subject of legal regulation of the right to social security and other branches of law is specified. The role of social security law in the system of law of Ukraine is considered. The opinions of scholars who examined the right to social security have been investigated and it is clear that there is currently no clear understanding of the place of social security law in the system of national law, which prevents the specification of the subject of legal regulation of other branches of law with which the right to social security “comes in contact” in the process performance of the functions and tasks assigned to it. It is emphasized that employment and employment relations are complex in their legal nature: they are included in the subject of administrative, labor law and social security law. It is emphasized that without proper and coherent mechanism of interaction of the right of social security with other branches of the legal system of Ukraine, proper and high-quality social security of citizens is not possible. It was found out that social security is called state financial support of one or another person, carried out at the onset of events in her life, aimed at equalizing his rights and freedoms with other people. The description of pension as the most widespread type of social security is given, namely: social payment, which is intended to compensate for the recession of finance, occurring in a person due to age, which does not allow to sufficiently continue his work activity. It is concluded that the right of social security occupies an important place in the legal system of Ukraine and plays a significant role in the internal structure of the legal system of Ukraine, and also closely interacts with such major branches of law as constitutional, administrative, labor, civil law and other branches of law. For effective and high-quality social protection of citizens, a coordinated mechanism of interaction of branches of law in the legal field is required for the proper and qualitative fulfillment of the functions entrusted to them.
