ROLE OF CHIKANKARI NGOS TO AMELIORATE THE ARTISANS: AN EXPLORATORY STUDY IN LUCKNOW

Abstract

India being the land of villages, the government after its independence has been implementing numerous rural development schemes for the upliftment of rural communities. Besides, a large number of Non-Government Organizations (NGOs) have ever been operating for enhancement of rural artisans. Realizing the fact that Government Organisation (GO) may not be able to meet the targeted goals of rural development, NGOs were encouraged to participate in this process actively at global and regional levels. The aim of the study is to highlight the role of chikankari NGOs to ameliorate the artisans in Lucknow. The profile of NGOs which were functioning towards the up liftment of artisans, schemes implemented for chikankari artisans, SHGs formed, etc. have been focused. There were 43 chikankari NGOs on the list of Development Commissioner (Handicraft) Office, Barabanki operating in Lucknow. From this list, ten NGOs were randomly selected. These NGOs have been functioning to undertake various rural development schemes with the objectives to promote a society within a framework of women’s rights, sustainable human development, and to empower artisans by improving their capacities and confidence through various training programmes. The selected NGOs were operating in five blocks of Lucknow district namely, Bakshi Ka Talab, Kakori, Mal, Malihabad and Sarojani Nagar. The study is based on primary data collected from the chairperson of the NGOs through interview technique. Results revealed that all the NGOs had procured funds under the Rural Development Schemes-Baba Saheb Hastshilp Vikas Yojana, Design and Technology Up-gradation, and Marketing Support and Services implemented by the office of DC (Handicrafts). Thereby majority of the NGOs were financially assisting to encourage the artisans’ participation in chikankari craft. Only 20.00 per cent NGOs had procured funds from Handicrafts Cluster Development Schemes. The NGOs empanelled with Tata Institute of Social Science (TISS), Mumbai were eligible to execute this scheme, but procurement of land was the main reason that very few NGOs were engaged under this schemes. Fifty per cent NGOs had formed more than seventy Self Help Groups (SHGs). Only 20.00 per cent NGOs were registered under Import Export Code (IEC). The NGOs also upgraded the skills of artisans through regular trainings that helped them to improve the quality and range of their work. All NGOs assisted in direct marketing of the products by eliminating the middlemen for their socio-economic empowerment.
