ROLE OF CONSOLIDATED TERRITORIAL COMMUNITIES AND URBAN AGGLOMERATIONS IN THE DEVELOPMENT OF STATE ECONOMY: FOREIGN EXPERIENCE

Abstract
The paper analyzes the processes of forming of consolidated territorial communities and urban agglomerations. The experience of decentralization reforms and their specifics are examined. Major models of local self-governance are outlined. Special attention is paid to the positive and negative features of forming of consolidated territorial communities and urban agglomerations. Foreign experience of forming and development of urban agglomerations is studied and their impact on economy development is defined.
