Role of Distance Education in Higher Education and Skill Development: Focus on Psychology Programmes of IGNOU for the North-Eastern Region

Abstract
It is not a truism to state that Higher Education is directly related to the National Development. The Indian Education Commission of 1964-66 has explicitly mentioned the role which is being played by Higher Education for the National Development. Despite the number of Universities in India, there is a segment of population who are still unable to access Higher Education due to various factors. The role of Higher Education for the Development of North-Eastern Region assumes significance as it will propel the region to economic development. In order to increase the access of Higher Education in India, the role of Distance Higher Education Institutions/Universities like IGNOU needs attention of the planners from North-Eastern Region. This paper will examine the status of Higher Education in the States of NER and also try to highlight that it is with Higher Education that the NER will prosper and will march towards the road to the development. Of late, there is a need to offer Skill Development Programmes and IGNOU offers many skills Development Programmes. The focus of this paper will be on the programmes offered in the area of Psychology and how these programmes would be useful to the learners to develop their knowledge, understanding, skill and application in the area of Counselling and Clinical Psychology. It helps them to seek employment in various sectors of the economy and also be self-employed. The paper will also examine the issues of depression and also the suicidal tendencies among the population of NER and suggest ways to overcome by training the learners in the area of Psychology which would empower them to deal with psychological disorders which have afflicted the population in NER States.
