Rural, Village Headman as the Territorial Community’s Representative in the Local Council

Abstract
The article deals with the results of local government reform, namely the creation of a new institution – the headman. The main reason for the introduction of this institution was the need to fill the vacuum of authority representatives in the settlements, which became part of the unified local community. A deeper analysis of the needs of its legal status, particularly in the determination of rights and the binding and its role in representative bodies and executive bodies. According to the author, one of those rules that it needs revision mechanisms dissolution of village, town elders, namely the possibility of dismissal by the decision of village and city council without finding out the will of voters.
