Scientific principles of quantifying the country's achievements state of knowledge economy

Abstract
The aim of the article is to study the scientific principles of quantitative appraisal, which should be valued in the selection of key indicators for monitoring the achieving by the country the position of the knowledge economy. Methodology of research. The solution of these problems in an article is realised by such scientific and special research methods: analysis and synthesis, generalization and systematization, the dialectical approach. Findings. As a tool to reduce the informational space of monitoring indicators to assess the achievement of the country the condition of knowledge economy, to use scientific principles, including the principles of clarity, accuracy, availability and frequency of information were elected. It made possible to establish the most significant indicators among all that characterize the main components of the structure and features of the knowledge economy. The structure of the human development index contains indicators of knowledge economy, the knowledge economy index, the Global Competitiveness Index and the Global Innovation Index. Practical value. The article substantiates that the concise accomplishment of the proposed principles provides the identification of the major indexes, allows: to rank countries according to their state of formation and development of the knowledge economy; identify country-specific weak and strong positions in the construction of the new economy; settle strategic guidelines and build grounded economic and social national policy.
