SELECTED ASPECTS OF PERSONNEL SELECTION IN PUBLIC ADMINISTRATION

Abstract

The aim of this paper is to evaluate the process of selecting candidates for service in the police. It presents the specificity of the profession of a police officer along with social requirements connected with the conduct and image of a police officer. All the selection criteria for the service in the police are laid down in the acts and orders of the Ministry of Internal Affairs and Administration so the qualification procedures should be clearly defined and their result should be the selection of the best candidates. The research problem is to compare the theoretical assumptions with the reality by means of questionnaire survey conducted among police officers. The aim of the empirical analysis of the process of staff selection in the police was: to evaluate the availability and clarity of the information related to the issues of the selection for the service in the police, as well as the whole qualification procedure due to the fact that the police as a public entity guarantees the transparency and accessibility of any information on the structure and activities; to evaluate the selection criteria used in selecting candidates for work in the police and to evaluate the procedure and stages of selecting the staff for work in the police. The analysis of the results of the survey conducted allowed to evaluate the process of recruitment and selection of candidates for the service in the police, as well as their effectiveness. The population surveyed positively evaluates the recruitment process, confirming that the information on the selection procedures is easily available, clear and comprehensible, and the candidates are exhaustively informed about the selection procedures. In the opinion of the police officers, the level of scoring criteria that have to be met in the selection process is too high. Therefore, it is postulated that it is necessary to lower the level of scoring criteria, particularly in a psychological test. The fitness criteria used in the fitness test should vary due to biological circumstances of the candidates of both genders. Although the qualification procedures require that high criteria are met, candidates have appropriate professional predispositions and required psychophysical features, in the opinion of the respondents, they do not result in the selection of the best candidates. Summarizing, based on the information gained from the survey conducted and the analysis of the conditions that have to be met during the recruitment and selection process one can state that it is not easy to become a police officer. The selection process for the service in the police requires improvement and changes.
