Significant Provision Categories in the Development of Project Management in a Higher School

Abstract

Traditionally project activity in public institutions is associated with the changes, which are implemented, and the development of human and material resources of the institution. Because Lithuanian public sector has rather little experience in institutional management, the interconnection between this activity and strategic institutional management is still relatively rare. This especially applies to higher schools. Traditionally academic communities rather passively relate institutional management to strategically important aims of a higher school, such as, aims of studies, science / art, impact on society, therefore, the topic of project management in a higher school is not extensively examined. Lithuanian scientists more frequently see an instrumental purpose of a project, which does not require exclusive management, while foreign scientists increasingly often relate project activity to the changes of organization, which are implemented, the implementation of strategic goals, i.e. they do not attribute higher schools to project-based organizations (projects as business), although, because of the specifics of their activity, they could make a profit from project activity.
