Abstract
The social, economic, political and other indicators, which determine the necessity to improve the administrative and legal regulation of fiscal policy in Ukraine, are elucidated. One of the decisive indicators is the significant shadowing of the economy. In order to over come the “established tradition” of modern society, it is necessary to create an effective administrative and legal mechanism for promoting and encouraging legal economic activity that will enable the so-called political mimicry of a large part of the shadow sector participants (primarily local level) to be resisted in attempts at each time to establish contacts with managerial elites, which periodically change each other, which will help create the conditions under which the benefit that a subject receives from the shadow activity, but much less than the risk of being caught nit.
