Система забезпечення екологічної безпеки України / System of Ensuring Ecological Safety of Ukraine

Abstract
In the article, based on the analysis of scientific views, theoretical positions and legislation, the problem of determination of the system of ecological safety is considered. Its structural elements have been found and analyzed. They are 1) environmental safety facilities; 2) subjects of environmental safety; 3) threat of ecological safety; 4) environmental policy; 5) principles and forms of ensuring environmental safety. The environmental safety is: 1) a person and a citizen – their constitutional rights and freedoms (the list provided for in Article 22 of the Constitution of Ukraine is not exhaustive); 2) society – its spiritual, moral, ethical, cultural, historical, intellectual and material values, information and environment and natural resources; 3) state – its constitutional order, sovereignty, territorial integrity and inviolability. The subjects of environmental safety are: 1) the President of Ukraine, state and local authorities; 2) law enforcement and military units formed under the laws of Ukraine; 3) citizens of Ukraine and association. Threats to environmental security are available and potentially possible factors and phenomena that endanger human health, environmental destruction and causing material damage. State and regional environmental policy as a set of conceptual provisions is a state policy aimed at preserving the environmentally safe living and inanimate nature, protecting the life and health of the population from the negative impact caused by pollution of the environment, achieving a harmonious interaction of society and nature, protection, rational use and reproduction of natural resources. Environmental policy should be based on the basic principles that serve as a kind of expression of the general principles of security as a holistic social phenomenon. Under the forms of ensuring environmental safety is understood as a uniform on its external features of the state and society, aimed at protecting and improving the natural environment, rational use and restoration of natural resources, conservation and development of the social sphere, ensuring the normal life and environmental safety of people, their habitat.
