SITUATIONAL APPROACH IN LAND-TENURE IN THE CONDITIONS OF DECENTRALIZATION OF POWER

Abstract
Purpose. To research of problems of development of situational approach in land-tenure in the context of decentralization of power and ground of his priorities and prospects. Methodology of research. The methodological bases of research are fundamental statements of the agricultural economy on the whole and land utilization in particular. To achieve this purpose such methods were used: morphological analysis (while processing scientific publications regarding situational approach in land-tenure); abstract (while determination scientific basis of science principles of management land-tenure are in context of decentralization of power); scientific summary (at the ground of situational approach in the context of decentralization of power). Findings. The questions of development of a situational approach in agricultural land use in the context of decentralization of power were considered. It was marked that planning of market land-tenure take into account innovative reference-points with possibility of their introduction during realization of the programs of development of territories, that will provide passing of management land-tenure to the innovative way of development. It was indicated that the strategic aim of landowner must be providing condition of fertility of soil, protecting of him from the processes of erosion and deflation. It was marked that strategy of planning of agricultural land-tenure must be oriented to activation of innovative factors of this competitiveness. It was emphasized that the situational approach in land use should be based on the methodological provisions of management with the obligatory specification of separate administrative actions in accordance with the situation prevailing in the conditions of management. It was proposed to create in Ukraine non-profit rural development agencies that would promote the development of rural areas. Originality. The innovative principles of situational approach in land use in the context of decentralization of power were substantiated and its priorities and perspectives were determined. Practical value. The obtained conclusions and recommendations, theoretical and methodological approaches based on the results of the study can be used by land surveying, land valuation organizations, executive authorities and local self-government bodies and other individuals and legal entities.
