Smart Cities as Illustrated by News Posted in the Websites of Polish Provincial Capitals in 2016

Abstract
The paper addresses the idea of smart city, bringing attention to difficulties in defining the concept, and illustrating these with several diverse definitions and interpretations. A central place is given, however, to the concept’s practical application. The EU definition of smart city has six dimensions, with theoretical as well as practical implications: smart governance, smart mobility, smart environment, smart economy, smart people, and smart living. These dimensions became the focus of a research effort involving an analysis of the content of news posted on the websites of Polish provincial capitals in 2016 and concentrating on the number of activities geared to embracing the concept of smart city. However, it must be noted that the analysis only covers the activities reported in city-run media, thus reflecting the communication policy pursued by a city rather than the actual projects implemented by municipal actors.
