"SMART" SPECIALIZATION AS AN INSTRUMENT FOR TRANSFORMATION OF THE NATIONAL ECONOMY (THEORETICAL ASPECTS)

Abstract
The article deals with the theoretical basis of "smart economy", its influence on the economic, scientific and technological specialization of the region, and, consequently, on its productivity, competitiveness and economic growth. It is shown that the concept of "smart economy" aims to identify measures aimed at stimulating entrepreneurship in order to efficiently and systematically develop the economy through the use of creative potential, innovative skills, specific for human capital information and communication technologies.
