Abstract
The article considers how the mass media act as the subject of legal culture. Legal culture is seen as humanitarian and democratic values. The media act as an act of communication that allows the function of forming and modeling legal culture It is shown that the systemic nature of mass communications forms and interacts with civil society in the development of legal culture and social institutions.
