SOCIAL AND ECONOMIC PREREQUISITES FOR THE FORMATION OF INTERNATIONAL LABOUR MIGRATION

Abstract

An important task of the scientific research is to identify the factors that activate the movement of the active population of the country, resulting in the increase of the international labour migration processes. The paper highlights the social and economic grounds of the international labour migration. The authors examine the specifics and the consequences of the redistribution of migratory flows in the euro zone, as a result it was found that the direction of movement of the economically active population is not entirely rectilinear. The movement of the economically active population of the EU candidate countries to the countries with the best working conditions and vice versa is possible. The authors analyze GDP and the unemployment rate in Ukraine, as well as the dynamics of a living wage and minimum wage. The trends in the level and depth of poverty in relation to the level of unemployment are calculated, as well as the rates of the nominal and real wages changes and their correlation with the consumer price index. The authors calculate the number of specialists, graduated from higher education establishments and the number of trained skilled workers in relation to the rate of change of individual indicators of Ukraine's labour potential formation. based on that the author come to the conclusion that the education market infrastructure doesn't meet the real needs of the population and economy of the regions. In accordance with the research the authors identify the main social prerequisites for the international migration of Ukraine's population. To solve the problem of excess labour migration in Ukraine, the authorities have to create the appropriate social and economic, organizational and legal conditions for the establishment of adequate living standards, education, economic and personal development. At the state level it is important to increase financing of the science, select the innovation and investment path of economic growth, that will lead to the introduction of applied scientific and technical knowledge.
