Social innovation, public policy and organizational learning: the national homecare program

Abstract

This paper presents a preview of a research project underway which aims to identify and characterize the learning developed by organizations in the framework of the implementation of the National Program for Home Care (PNDC) for seniors. In a national context of aging and increasing of demand oriented to ageing population services, the PNCD is formed as a social innovation that is structured from the paradigm of the right of people to access differentiated health and s ocial services throughout life. The PNDC has two components (training of caregivers and caregiving services) that are made by agreements between the national government and state public organizations in various jurisdictions (national, provincial and municipal) and non-state public organizations (non governmental organizations NGOs) and labor unions across the country. This work focuses on the characterization and description of the learning in problem solving by state and non-state public organizations (NGOs) running the PNCD. For this purpose are shown the results of a survey of 46 implementing organizations
