SOCIAL SECTOR MODERNIZATION IN THE INNOVATIONAL ECONOMIC DEVELOPMENT STRATEGIES

Abstract
Formation and establishment of the public sector in the economy of an innovative type is a complex and multifaceted process. It covers the interests of a large number of industries, institutions, enterprises, and organizations, and hundreds of thousands of people who work there. In order to activate the public sector in the processes of innovation of the Ukrainian economy, as financial data, it is necessary to take financial, economic, and human resources with its social capital, social projects, objects of public ownership. Managerial influence on social economy is made by: the strategy of development of the public sector of Ukraine in the context of globalization challenges; national and regional public sector development programs; national and regional legislation on the public sector; world tendencies in the field of innovations and technologies in the public sector development; the activity of regulatory, normative, and cognitive institutes for the realization of tasks of the public sector in Ukraine. Formation and making of the public sector in the area of the reform projects on modernizing the economy and reforming social life should be carried out, first of all, in line with the programs of the Ministry of Social Policy and non-state charitable foundations for the implementation of social programs. These funds exist in Ukraine and work together with the Ministry of Social Policy, but in our opinion, one of the principles of their work should be the principle of consolidation of financial assets within the programs of development of sectors of the public sector in the context of growing population needs to achieve the European level of well-being. For Ukraine, today the problem of solving tasks of the public sector is of a fundamental nature. Although this issue has been discussed more than once by the country’s government, the implementation of the set tasks is still too slow. Today, government organizations need to focus on a common model for building an innovative economy and its corresponding structure.
