Social Security as Element of Social Policy of Local Government in Germany

Abstract

Local government in Germany is one of the most important segments of the public administration and can be actually considered its foundation. It has broad constitutional guarantee and equally broad autonomy. These are not only municipalities, municipal unions and districts in Bavaria with full democratic legitimacy based on the vote of the citizens that are eligible for self-governance, but also the entities which do not have such democratic legitimacy. Those include special forms of territorial self-government, i.e. higher-profile municipal unions. One of the tasks executed by local authorities in Germany is social policy. Based on long-term activities in the area of social policy, local authorities satisfy the needs of residents and solve social problems. Social matters were the foundation of the Federal Republic of Germany which is a federal democratic welfare state. Adopting the principle of the welfare state has in this respect saved Germany from many disputes. In the past, in Germany, which had to deal with many social problems as the notions of dignity and human freedom were interpreted quite freely, this was the cause of both internal conflicts and two world wars. Today, the German society has a sense of social security and the nation’s achievements in this area can serve as a model to follow.
