Abstract

The article analyzes the role of the local self-government, which functioned on the Left Bank in a XIX – to beginning of XX century, their active citizenship on a general improvement of social protection. Opened the complex problems that arise in dealing with pressing problems, proved that social protection, through the activity of local self-government began to be seen as one of the most important public affairs local selfgovernment.
