Sociological aspects of development of administrative subculture in Ukraine

Abstract
It is determined that sociological analysis of the development of an administrative subculture in Ukraine is an effective management technology that allows a public manager to implement his own leadership potential in implementing reforms related to the implementation of the concepts of “New Public Management” and “Good governance”. The axiological principles of “New Public Management” and “Good governance” define the content of management activity that is being implemented in the public-administrative space, which, in turn, is due to the communicative discourse of the dialogue between government and civil society. The aspect of the formation of the administrative subcultures in the axological field of the modern corporate culture of the public administration and of the systematic creation of the organizational culture of the public administration has been noted. The sociological study of trends in the development of the administrative subculture is based on the delineation of the three components of the professional public service – value, communicative and activity, the interconnections of which are represented in the public-administrative dimension. The objectives of the sociological research are focused on the identification of individual, collective and professional values, their homogeneity or multidimensionality, which collectively represent the axiosphere of corporate culture of employees. The actual problems of finding mechanisms of the harmonic correlation of individual and corporate values that influence the formation of the axiological nucleus of the culture of communication are determined and, accordingly, determine the extent of the ability to successfully implement communicative competences in the discourse of dialogue. A specific segment of the socio-cultural system of professional public service is distinguished – countercultures that are formed in opposition to the value mechanism of the integrated organizational culture of public administration. Social risks of countercultures positions as the basis of axiological asymmetry are considered by the author in contradiction to innovations in the course of implementation of reforms based on the principles of “New Public Management” and “Good governance”. It is noted that one of the paradigms of development of the administrative subculture is the paradigm of settlement of conflicts, in the context of which there is a request of the management community to improve communicative competencies. The analysis of the results of the sociological research of the corporate culture of civil servants has revealed trends in the differentiation of conflict interactions of employees, where the role of axiological vectors of corporate culture is to determine the ethical norms and rules of the communicative culture of civil servants. Based on the responses of the respondents, the author defined mediation as a mechanism for implementing dialogue communicative competencies in the conflict resolution.
