“Soft” international law on international cooperation in science and technology

Abstract
The article is devoted to such forms of “soft” international law as decisions of international intergovernmental organizations and conferences and their provisions about international cooperation in science and technology. The author pays attention to the nature and functions of “soft” international law in regulation of such kind of international cooperation. Different groups of decisions of international intergovernmental organizations and conferences such as declarations, resolutions, strategies, charters and acts are analyzed in the article. All such decisions are also systematized in different groups according to their goals and subjects, and, thus, their impact on international cooperation in science and technology. The author determines different trends, which appear in the content of these types of “soft” international law. Special emphasis in “soft” international law in given to the needs and interests of developing countries, which need to be considered by other counties during cooperation among them. Moreover, “soft” international law also contains some obligations and recommendations for developing countries itself. It is concluded, that decisions of international organizations and conferences usually contain suggestions and recommendations to states and international organizations to develop and promote international collaboration in science and technology, and clear and practical obligation for states for improving scientific and technical sphere through such cooperation.
