SOME ISSUES OF IMPLEMENTATION AND USE OF MODERN TECHNOLOGIES BY THE POLIC

Abstract

Problem setting. The article deals with topical issues of cooperation of the police with the population in the model of «community policing», studies some successful experience of partnership of the police and the public of foreign countries in order to improve the activities of Ukrainian law enforcement agencies. Target of research. The purpose of the study is the research based on an analysis of theoretical principles, laws, positive experience of foreign countries in order to outline the main issues of the introduction of the model of police and public partnership – «community policing» – to further improve the work of the Ukrainian law enforcement agencies. Komzyuk, V. M. Manokhin, S. P. Melnyk, O. I. Ostapenko, L. L. Popov, O. S. Pronevych, M. P. Smirnov, Y. P. Solovey, Y. M. Starylov, V. M. Shadrin, S. S. Yatsenko and others. Article’s main body. With the enlargement of the European Union in connection with the accession of the countries of Central and Eastern Europe the national governments faced the task of police reform into the professional and depoliticized effective institution based on the rule of law and tolerance of cultural, religious and ethnic groups. As a result, the list of tasks for the bodies of the internal affairs of the following countries was expanded with the following objectives: establishing effective public control; introducing a democratic and effective system of accountability to the public; establishing partnership with the population in the frame of the model «community policing»; introducing professional staff, reducing its size, developing professional ethics; diversification of staff by all population groups; ensuring connectivity with the police forces of other states. Conclusions and prospects for the development. While improving the administrative framework which regulates the activities of the police in Ukraine one will certainly need to take into account the experience of the foreign countries of cooperation of the police with the population in the model of «community policing». Further study of this issue will help to bring domestic legislation in the sphere of policing in line with the international standards.
