Some modern mechanisms of the interaction of the power and civil society in Ukraine: analysis of efficiency

Abstract
In the article the author investigates the mechanisms of interaction between power and civil society at the present stage of development of Ukraine. The quality of state policy depends on effective interaction, the lack of effective communication between the authorities and society leads to ineffective decisions in management, disappointments, and the growth of protests in society in a variety of forms. Therefore, the analysis of the practicality of modern interaction mechanisms requires the entire transition from one management model to another in order to correct, modernize and improve them. The purpose of the study is to analyze the current vertical and horizontal mechanisms of interaction between government and civil society, as well as to identify common negative trends that affect the state and quality of this interaction. Such analysis helps the processes of reform, promotes the modernization of the public administration system and the development of civil society in the country. The scientific novelty of the article is the modern rethinking of the functioning of the existing mechanisms of cooperation between the authorities with civil society institutes, in particular, such as: the mechanism for the implementation of elections; creation and activity of consultative and advisory bodies at executive bodies and local self-government bodies; public hearings, public discussions, conferences, seminars, «round tables»; signing of agreements and cooperation agreements at the interregional level; mechanism of financial support of projects, programs, events of associations and organizations of citizens; monitoring of public opinion and carrying out of various sociological researches; Educational mechanism of formation of civil competencies; mechanism of information exchange etc. Such analysis allows to distinguish both positive changes in the dynamics of their development and improvement, as well as problem aspects. Conclusions. The author concludes that the cooperation of the authorities with civil society organizations has become more active: from using the expert potential of the CSB to solve problem issues, before the authorities are involved in the development of normative legal acts. Today, this cooperation has reached such a level as to raise the issue of improving its effectiveness. The following aspects of interaction remain as problematic: openness and political independence; consistency of interests; mutual responsibility for solving socially significant issues; low impact of public advisory bodies on decision making; formal approach of the authorities to cooperation; insufficient level of communicative, professional, professional skills from representatives of both parties, etc. Consequently, in the transition from the outdated management model to the more effective one, it is necessary to pay attention to the issues of the functionality of the existing vertical and horizontal mechanisms of interaction between the authorities and civil society in order to correct and improve them.
