SPECIFIC FEATURES OF REALIZATION OF PARTICIPATORY BUDGETING CONCEPTION IN UKRAINE

Abstract
Civil participation is a natural phenomenon that occurs in the process of development of any democratic society. Participatory budgets are the one of the most important aspect of its (civil participation) realization. There are many local participatory budgets in Ukraine. They are connected with legal status of communities. The main sources of law are acts of appropriate territorial union. Generally, these acts are similar and comply with the general model of participatory budgeting, but still have significant differences. There are several issues that are deeply investigated in the article: different legal status of persons that submit projects, absence of legal guarantees for the people with disabilities, stage of legal finalization of vote results. Two types of this stage are suggested in the article. Features of connection between local council and community depend on selected type of organization. Also the status of body that has the powers to finalize the vote results is described in the article. Process of participatory budgeting still depends on local council in some cities of Ukraine.
