State defence preparations in the national security system of the Republic of Poland

Abstract
The global security environment is characterised by the long-lasting situation of lowprobability of the outbreak of an armed conflict on a large scale and the simultaneouslyobserved increased possibility of local conflicts. There are also noticed significant changesin a typical course of an armed conflict. The dynamic phase of combat activities is shorterand the post-conflict stage of stabilisation and rebuilding activities becomes longer.Tasks connected with the state defences and the preparation of the population and publicproperty for war are the responsibility of all the public authority and administrationbodies as well as of entrepreneurs; social organisations and citizens (individuals) – in thescope defined in the laws. The basis for the state defence preparations in the national securitysystem in the course of integration are the defence needs and the defence tasks arisingfrom them.In the current legal circumstances, defence tasks are considered equivalent with tasksconnected with the general defence obligation or with the tasks performed as part of thestate defence preparations, carried out in times of peace; in the case of an external threatto the state security and in times of war. The objective scope of these tasks fulfilled by allsubjects of the state defence system is extremely extensive.This study aims to systematize the subject matter of the state defence preparations inthe national security system from the point of view of the classification of defence taskstypes and their description.
