STATE POLICY OF IMPORT SUBSTITUTION AS AN INSTRUMENT FOR STRENGTHENINGECONOMIC SECURITY OF UKRAINE

Abstract
The article outlines the essential characteristics of the state policy of import substitution as the basis for creating a favorable institutional environment for domestic manufacturers of goods that are similar to the imported ones. The key parameters, the improvement of which within the framework of the state policy of import substitution will have a positive influence on the state of the industrial and foreign economic components of Ukraine's security, are determined. It is proved that the growth of the index of real industrial production and the share of domestic goods in the wholesale will help to strengthen the industrial safety. The positive effect of the reduction of imports, as a result of the policy of import substitution, on the level of foreign economic security of Ukraine has been confirmed. The low probability of improvement of indicators of industrial and foreign economic components of security, which change is connected with the increase of domestic production of goods, is detected, on the base of lack of policies of import substitution.
