State regulation of the land relations: theoretical and practical aspects

Abstract
Problem setting. Nowadays state regulation of the land relations is the objective need proceeding from the land multifunctionality and its role for the economic relations within any field of activity. State regulation of the land relations performs the following key functions: providing of the priority directions of development at the nation-wide and regional levels; environment protection and rational use of natural resources, in particular, land ones; ensuring of the state social and economic security. Recent research and publication analysis. The land relations in Ukraine were investigated by many scientists. However the problem of the effective organization of interaction of subjects and objects of state regulation in the sphere of the land relations still needs more profound studying. Paper objective. The paper objective is investigation of the theoretical and practical aspects of state regulation of the land relations. Paper main body. The theoretical and practical aspects of state regulation of the land relations are investigated in the article. In particular, the general structure of the land relations is defined. The factors influencing the land relations are analyzed. The subject and object interrelations concerning state regulation of the land relations are characterized. Conclusions of the research. It is specified that the general structure of the land relations contains the following components: forms of ownership on the land; relations connected with economic use of the land; forms of land resources regulation; methods and approaches of the land relations regulation. The following factors influencing the land relations are analyzed: historical continuity; coherence of the land relations with public social and economic bases; financial stability of economy; regional and branch investment activity; political decisions; precepts of law and the ways of their introduction with the corresponding control; ability of public authorities and local government to effective functioning; activity of social and political associations; social and psychological influence. The subject and object interrelations concerning state regulation of the land relations are characterized. It is emphasized that understanding of the land as object of state regulation can be various.
